The European Parliment is essentially a government making policy for the central banks of the Europe so its a kind of FED of the FEDs of each nation. And yes they do the same neo-classical stupidity as the US and elsewhere. The answer is the have the parliment and the American FED implement a 50% Discount/Rebate at retail sale and fund the rebate aspect of that policy.
