Give every adult and every enterprise an account at the central bank and mandate that it create and distribute the rebate monies of the 50% Discount/Rebate at retail sale back to the merchant who discounted their goods or services.

No economic entity is entitled to monopoly power, particularly monopoly conceptual/paradigmatic powers because paradigms are applied concepts that create and enforce realities that are anomalous and hence both dominating and problematic.

Strategic Monetary Gifting at the various points of retail sale is the resolving new monetary and economic paradigm.
