Answer: The present wielder of the anomalous paradigm, because it resolves the anomalies and so enables that wielder like everyone else not only to better temporally thrive, but it also enables them to put their ethics in regarding the system(s) that change.
For instance, The Reformation enabled the Roman Church to both less controversially survive, but also to address/redress the 1400+ year accumulation of corrupt practices Luther’s 99 theses pointed out, meaning it insured its very survival because if the corruption had continued unabated it would have undoubtedly become out competed.
This last fact applies today to both capitalism and to the American Empire.
