Have Congress mandate that the central bank create and distribute the rebate money of a 50% Discount/Rebate policy at both the regular consumer and financial points of retail sale. This would dynamically fulfill the Fed’s current mandates of controlling inflation and ensuring adequate employment (which it hasn’t been able to effectively do…ever) and do it not only painlessly, but beneficially and joyously.
