3  Look at the two presently advocated and opposing viewpoints and their solutions to that dynamic factor

4  Integrate the best, most ethical and most resolving truths in both/each of those viewpoints so that a third unified alternative truth and its solutions is created, and then implement policies that perfectly align with and effect that truth
